Paul takes over from current Technical Director, John O’Neill who retires at the end of March

NICEIC, the UK's leading Certification Body for the building services industry, has announced the appointment of Paul Collins as their new Technical Director. Paul replaces John O'Neill, who retires at the end of March, having held the position since 2019.

"I want to congratulate Paul on his new appointment," said Certsure Managing Director, Richard Orton.

"Having been with the organisation for thirteen years and successfully heading up the Technical Services Division for the past four, I have no doubt Paul will bring a wealth of knowledge, experience and enthusiasm to this important role.

"I would also like to thank John O'Neill for his outstanding contribution to the business and for being the trusted custodian of our core value – technical integrity for the past four years."

Having started his career as an electrical apprentice in 1990, Paul moved on to become an NICEIC Qualified Supervisor gaining vast experience in the electrotechnical, gas, plumbing, heating, and renewable sectors before joining NICEIC in 2009.

Since this time Paul has held an number of positions within NICEIC including Helpline Engineer, Head of Consulting, Head of NICEIC, Head of Operations and most recently Head of Technical Services.

In his new role as Technical Director, Paul will continue to represent NICEIC on various committees and working groups.

All participants will be asked to make a voluntary donation of £1 to enter an amount which NICEIC will match, with 100% of the funds raised going directly to the EIC.

"With hundreds in attendance, it was a tight contest which saw Darren Cooke win ultimate bragging rights. This time, we want to combine our contractor's competitive nature with fundraising for a truly worthy cause.

Offering the latest industry agreed guidance on coding, these resources are free of charge and can be easily downloaded.

As the final deadline for the new PRS legislation in England came into force on April 1 2021, calls to NICEIC and ELECSA’s technical helpline peaked at over 600 calls a day, a figure which is more than double the daily average seen during the same period last year.

The majority of the call volume came from contractors seeking clarity on the rules relating to EICRs and guidance on appropriate coding. In addition, there was also a significant increase in calls from landlords and letting agents who were again seeking advice on the rules, particularly concerning enforcement during the pandemic.

Sam Donaghy, NICEIC and ELECSA’s Technical Helpline Manager, said.

“In the run-up to the deadline for carrying out electrical checks in the PRS, the calls increased significantly. From the conversations myself and my colleagues were having, it was clear, despite the deadline being set in 2020, many landlords had left it to the last minute to comply. A situation which, of course, wasn’t helped by COVID-19.

“Many of the questions from contractors related to appropriate coding on EICRs which, as we all know, are not always straight forward, while landlords sought guidance on the legislation itself. In both scenarios, we signposted callers to the NICEIC website.

“Here we outlined the latest government advice which promotes the use of free materials such as Electrical Safety First’s Best Practice Guide 4 and the Wiring Regulations Advisory Groups (WRAG) FAQ’s.”

Issued by MHCLG on April 1, the latest Government advice confirmed the planned implementation and timings of the PRS legislation would not change. Recognising the impact of COVID-19, the guidance went on to discuss renting during the pandemic. In this general guidance, MHCLG called for a pragmatic risk-based approach to enforcement during COVID-19.

The advice also signposted Electrical Contractors and Landlords to resources relating to undertaking EICRs and correct coding. The two reference points given were Electrical Safety First’s Best Practice Guide 4 and the WRAG FAQs.

Industry Comment From Niceic And Elecsa - Amendment 2 Draft For Public Comment (Dpc) – Make Sure Your Voice Is Heard

“Today marks an important day for the electrotechnical industry as the Draft for Public Comment (DPC) surrounding Amendment 2 of BS 7671: 2018 is released,” said John O’Neill, NICEIC and ELECSA’s Director of Technical Excellence

“Providing the first glimpse of the proposed changes to the regulations which are planned to be introduced in March 2022, this document is vitally important in shaping how our industry operates.

“Outlining some extensive changes, which, if implemented, could have significant ramifications for all electrical contractors, the DPC provides everyone within the electrotechnical industry with an opportunity to put forward their views, and I urge all to engage and comment.

“It is our collective responsibility to ensure we form part of the process when it comes to important introductions such as this. As such, we will be working with NICEIC and ELECSA members in the coming weeks to explore the document in greater detail.”

A top-line summary of some of the proposed changes shown within the DPC are listed below:

•   The introduction of a new Part 8 – Functional Requirements. This includes Chapter 82: Prosumer’s Low-Voltage Electrical Installations.
•   Changes to the regulation surrounding AFDDs on circuits less than 32A
•   Removal of the risk assessment method for omitting additional RCD protection on socket outlets
•   Alterations to the model forms situated in appendix 6
•   New cut-off date for complying with the 18th Edition

•   Alterations surrounding SPD requirements
•   New foundation earthing requirements
•   New protected area requirements (protected escape routes)

John O’Neill continued:

“While it is important to remember that ultimately the proposed changes have been brought forward to improve safety and provide alignment with both International and European standards, we must ensure implementation is both practical and achievable for contractors.”

The NICEIC and ELECSA, the nation’s leading certification bodies for the electrical industry, have chosen the Electrical Industries Charity as their official charity partner for 2020
The partnership, which was officially announced today, is a natural fit for the NICEIC and ELECSA who champion the EIC’s fantastic work in supporting members of the electrical contracting industry.
Formed in 1904 the EIC offers free practical support services to those working in the sector and their immediate families.

NICEIC and ELECSA, the UK’s leading certification bodies for the electrical industry, have today announced that they will be supporting the Electrical Industries Charity as their chosen charity partner for 2020.

The announcement marks the start of a year-long fundraising campaign by the NICEIC and ELECSA to raise much-needed funds for the charity who exist to provide free, confidential, practical support to those working in the electrical contracting industry.

In light of the current COVID-19 Pandemic, the NICEIC has taken several steps to assist contractors and to ensure the safety of its customers, staff and the general public. Registered contractors currently paying via monthly instalments have the option to defer fee payments for three months. Contractors who are due annual assessments will have the option to undertake sessions remotely, utilising video conferencing technology, or reschedule free of charge. All NICEIC training courses are postponed until June 1, and the planned LIVE SOUTH conference has been cancelled.

NICEIC, the UK's largest certification body for the electrical contracting industry, has revealed a series of changes to their planned activities and working practices in light of the current COVID-19 Pandemic. These include an optional payment holiday for contractors, a switch to remote assessments and changes to planned training and event activities.

NICEIC announced that registered contractors who currently pay via monthly instalments have the option to defer fee payments for three months ¹. Those utilising the offer will see payments pause until July with the outstanding monies then being spread over the remaining months of this year.

"We fully appreciate the stress COVID-19 is placing upon businesses and individuals,” said Kevan Parker, NICEIC, Managing Director.

“The last few weeks have been a stressful and worrying time for all. The growing seriousness of the pandemic situation continues to raise questions and create new challenges.

“To date, we have focused on ensuring the safety of our customers, staff and the wider population putting processes in place to help protect lives. Now that our remote assessments are up and running, and our training and events schedules have been postponed or cancelled, we are putting all of our efforts into supporting our customers and their businesses as best we are able in these challenging of circumstances.

“One stage in this process relates to finances, and we hope that today's announcement will provide some relief to those facing difficulties. Moving forward, we will continue to develop our services to support our contractors providing up to date advice and guidance as the situation evolves.”

Until further notice, NICEIC will cease to deliver face to face assessments. Those contractors who are due for an annual assessment will have the option to conduct the session, via video conferencing solutions, or reschedule their appointment free of charge. This temporary change has been implemented to protect all parties.

“Our remote model allows us to continue to safely verify current competence,” said John O’Neill, NICEIC, Technical Director. “Importantly this process also allows us to maintain support and provide any guidance needed to improve standards during this challenging period.”

When it comes to training and events all face to face courses, have been postponed until June 1 and the upcoming LIVE SOUTH activity has been cancelled.

Online technical learning tools are available to registered contractors via their customer portal^,and to the industry via social media channels. These will be enhanced moving forward with more information being shared in the coming days.

Calling all electrical apprentices – be part of the Electrical Apprentice of the Year Competition for a chance of winning fantastic prizes and an industry recognised title.
More than 350 electrical students across the UK have already taken part in the first stage of the competition, an online exam comprising of 40 multiple choices questions, as they bid to be crowned this year’s The Electrical Apprentice of the Year.

Darren Staniforth, group senior technical presenter for NICEIC and ELECSA said: “I’m amazed at the response we’ve had to the competition thus far, this is the best start
we’ve had in the history of the competition. But there’s still time for students to have a go and get involved.

“As the most recognised names in the industry, NICEIC and ELECSA have a responsibility to work with, encourage and promote apprenticeships and careers in the electrical industry to the next generation.

“Don’t just take our word for it. Last year’s winner, 31-year-old Richard Bradley from Southport, Merseyside said: ‘It was a fantastic experience and I would definitely recommend anyone wanting to push themselves further to consider taking part. You’ve got nothing to lose and you never know what will come from it’.

“We have some fantastic prizes on offer, including a £2,000 holiday voucher for the overall winner, courtesy of one of our partners, The Scolmore Group. Scolmore also host the grand final at their head office in the Midlands, as well as the awards ceremony and barbecue that takes place at the nearby Belfry Hotel. It’s not just the contestants who get to take home prizes – colleges and employers can also win a host of other prizes by nominating their apprentices or students to take part in the competition so I’m hopeful that it will be another record-breaking year.”

The competition, which takes place over three stages, continues its partnership with The Scolmore Group, who provide prizes for all finalists including holiday vouchers, iPads, and tool bags packed with electrical accessories.

The Electrical Apprentice website, powered by Voltimum, have also partnered with the competition this year. Marie Parry, group marketing director for The Scolmore Group said:

This shows that the competition continues to gather momentum and is becoming a key event in the industry’s calendar. An NICEIC registered contractor came to the rescue recently to help out with a couple of projects for the hit TV show Love Your Garden. The producers of the show initially needed an electrical contractor to help with a garden revamp for an elderly war veteran in Derbyshire.

Dale Montague Electrical Ltd, based in Chesterfield, answered the call and were only too happy to go out and get the job finished. They made such a good impression they were called back to help out with another project in Nottingham, this time helping a couple coping with a disability.

Managing Director Rebekah Tucker commented: “We get a few emergency calls but this one was a little bit different. It took us a bit by surprise, but when we found out more about what was involved we were only too happy to help out.”

Love Your Garden sees a team of experts transform gardens for people in need. It regularly attracts more than 4 million viewers and is the nation’s most watched gardening show.

The team from Dale Montague Electrical LTD were asked to provide power, sockets and lights to a new outbuilding on both builds, whist ensuring the work carried out by the entire team was done so safely and in accordance with the appropriate regulations. The work generally took one to two days to complete.

Managing Director and Head Electrician Dale Montague commented “The job itself was nothing too difficult, but obviously with the camera crew on site there did feel a bit of extra pressure to make sure it was all working ok. Thankfully it did.

“It was a real fun and interesting couple projects to be part of. It was good to be able to give something back to help out.”

Dale Montague Electrical Ltd are NICEIC Approved Contractors based in Chesterfield. They carry out a wide range of electrical services in the domestic, commercial, industrial and electrical vehicle charging sectors around the city and surrounding areas.

The company was set up by Dale and Rebekah four years ago and now employs five people. Dale added: “It was great for a small business like ours to be given this fantastic opportunity.”

The new series of Love Your garden started on ITV on August 27^th and runs for 10 episodes.

NICEIC worked with the producers of the show to provide registered electrical contractors for each project across the UK.
